
The King County Prosecuting Attorney’s Office said Cordell Goosby was charged with first-degree murder in the death of Kwon—who was eight months pregnant—and attempted first-degree murder for wounding her husband, Sung Kwon, during what authorities described as a random attack.
The shooting happened June 13, 2023, at Fourth Avenue and Lenora Street in downtown Seattle. Investigators said the couple was sitting in their car when Goosby approached and opened fire.
Before trial, Goosby’s attorneys said they would pursue an insanity defense. A defense expert found him legally insane, and an independent expert hired by prosecutors came to the same conclusion.
With both sides in agreement, prosecutors accepted a not-guilty-by-reason-of-insanity finding, which was entered in court on Friday.
Goosby will be committed to a state psychiatric hospital for treatment, potentially for life.
Prosecutors said the case would have proceeded to trial if their expert had found Goosby legally sane at the time of the shooting.
