Kaohly Her
The police chief of St. Paul, Minnesota, police chief has sued the city’s first Hmong American and first female mayor.
Axel Henry, who has served as chief since 2022, said Kaohly Her grabbed “his upper thigh beneath a conference-room table—not once, but twice—during a St. Paul Police Department budget meeting.”
Her’s spokesperson has denied the allegations.
An independent city investigation concluded earlier this month. It found that Her engaged in “offensive and inappropriate behavior” and created an uncomfortable work environment, but it did not substantiate formal claims of sexual harassment or retaliation. She was ordered to complete workplace conduct training and hire an executive coach.
Following the investigation, Henry filed a formal lawsuit against Mayor Her and the city stating that Her made sexual innuendos about the size of his private parts and described herself to him as a “MILF,” which is an acronym for “mother I’d like to f—.”
According to the lawsuit, Her also confided in Henry that her own marriage was in trouble and warned him that they “needed to be ‘friends’ or ‘this is not going to work.’”
Henry is seeking a jury trial to determine damages for “lost wages and benefits, emotional distress, humiliation, and harm to reputation.”
